本程序实现了SHPFILE格式的读取程序，实现图形格式的文件，方便了用户-This procedure achieved SHPFILE read format procedures, the realization of graphics file format and make it easier for users

通过FeatureLayer 类实现IFeatureLayer 接口对象， 设置IFeatureLayer.FeatureClass 属性和Name 属性，使用IMap.AddLayer 方法将新层添加到当前地图。IWorkspaceFacktory 接口、IFeatureWorkspace 接口和IFeatureLayer 接口实现连接Shape 文件。函数OpenShapeFile 根据输入的Shape 文件路径sFilePath，将文件名为sFileName的Shape 文件连接到当前激活
