Creates Hspice characterization files with the adnotations required for autochar.

Input: an ASCII file containing the names and pins of the cells. Output: a directory and a "cleaned" Hspice netlist for each cell from the list. It assumes the original Spice files (extracted from Tanner L-Edit) for CMOS digital cells are present in the current directory and named <name>.sp.
